Since Lion, Apple has hidden the Library folder in your home folder. Even though for most people this wasn’t an issue, there were times when it was convenient to be able to access it for troubleshooting purposes etc.
There were a few hacks and the classic alt key via the go menu.
With Mavericks, you can now have the home library folder permanently viewable, once more, in the Finder.
Just navigate to your home folder and then from the view menu select show options. Here, you can enable Library.
